Land Bank, Housing & Redevelopment Authority Board Meetings

The Boards of Directors of the City of Lebanon Land Bank and the Housing and Redevelopment Authorities will meet on Wednesday, October 9, 2024, beginning with the Land Bank at 2:30pm. The meetings will be held via Zoom teleconference and at 1220 Mifflin Street. The Zoom details and the full agendas may be downloaded by clicking here.  

Housing & Redevelopment Authorities 2024 Board Meeting Dates

The Lebanon County Redevelopment Authority and the Lebanon County Housing Authority Boards will meet on the following dates in 2024: January 10, February 14, March 13, April 10, May 8, June 12 (annual meeting), July 10 (if necessary), August 14 (if necessary), September 11, October 9, November 13, and December 11 (if necessary). The Redevelopment meeting begins at 3:00 PM, with the Housing Authority meeting following at approximately 3:30 PM.

These meetings are held at 1220 Mifflin Street, Lebanon, PA 17046 and are open to the public. There will continue to be a Zoom teleconference option for those who would like to attend electronically. Members of the public may participate in the meeting via Zoom either by using a web browser or by telephone. Weblinks and telephone numbers for meeting access will be posted in this area of this site (top paragraph of this section) at least 24 hours before each meeting.

City of Lebanon Land Bank – 2024 Meeting Dates

The following are the regular monthly meeting dates for the City of Lebanon Land Bank for 2024: January 10, February 14, March 13, April 10, May 8, June 12, July 10 (if necessary), August 14 (if necessary), September 11, October 9, November 13, and December 11 (if necessary). Whole-Home Repairs Program

The Redevelopment Authority has been designated by the Lebanon County Commissioners to administer the County’s Whole-Home Repairs Program. The Program can provide grants to homeowners and loans to small landlords of up to $50,000 each for repairs that increase habitability, accessibility, or energy and water efficiency. Income and other restrictions apply. Local progam guidelines may be downloaded by clicking here.

Applications for small landlords are still being accepted. Contact Dan Lyons at dlyons@bps-pa.com to request an application.

The application period for homeowners is currenty closed until further notice. However, if you are an interested homeowner, you may contact Jody Chernich at jchernich@bps-pa.com to be placed on a waiting list for a future funding round.

2024 CDBG Application Cycle

The Redevelopment Authority will accept funding requests from all eligible non-entitlement municipalities in Lebanon County (all but South Lebanon, Millcreek, and Lebanon City) as well as from public service agencies that serve Lebanon County residents. Additional details may be found in the application kit, available for download here. Funding requests must be submitted by September 5, 2024.

Section 8  Wait List Reopening

The Housing Authority of the County of Lebanon will reopen the Section 8 waiting list on July 5, 2023 at 8:00am until further notice.

To apply, you must go online to lebanoncountyhousing.com and choose the Section 8 waiting list application and complete online.

If you are unable to access online, you may come to the Authority’s offices at 1220 Mifflin Street Mon-Thur 8:30-4:00pm and Fri 8:30-1pm and apply online at the kiosk in the lobby.

This waiting list has the following preferences: Persons who live, work or attend school in Lebanon or Dauphin County, victims of domestic violence, persons in a transitional or condemned housing, persons who are employed and homeless persons.

Selected applicants will be placed on the waiting list by date and time the application is received, weighted by order of preferences.

Housing Authority 2024 Annual Plan

The Housing Authority’s Five Year Plan for fiscal years 2024 – 2028 has been prepared and is available for download by clicking here. The Plan includes the 2024 proposed annual and five-year projected Capital Fund Program (CFP) budgets, as well as the Annual Performance and Evaluation Reports for all open CFP funding years. Also included are the proposed flat rent amounts for the Public Housing Program and various regulatory changes to the Public Housing Admissions & Occupancy Policy and Section 8 Administrative Plan.

A public hearing on the Plan was held at 1220 Mifflin Street on April 10, 2024 at 2:45pm.

Lebanon County Stormwater Consortium

The Governing Body of the Lebanon County Stormwater Consortium will meet next on September 17, 2024 at 10am at the North Lebanon Township building and via Zoom teleconference. The Zoom details may be found on the agenda, available for download here. A repository of meeting agendas and minutes can be found in the Document Library section of this site.

The remaining 2024 meeting dates for the Consortium are the following: September 17, October 15, November 19, and December 17.

The meetings are held at the North Lebanon Township Building and via Zoom, and are accessible to persons with disabilities. If special accommodations are needed or for Zoom details, please call 717-274-1401 x133.

The Redevelopment Authority serves as the administrator of the Lebanon County Stormwater Consortium. It holds a non-voting position on the Consortium’s Governing Body. Right to Know Law requests concerning the Lebanon County Stormwater Consortium should be sent to Karen Raugh, Executive Director of the Redevelopment Authority, at kraugh@lcha.com or by mail to PO Box 2005, Cleona, PA 17042.

Bid Information

The Redevelopment Authority will accept proposals to provide Comprehensive Grant Writing and Environmental Services in connection with an EPA Community-wide Brownfield Assessment Grant until October 17, 2024 at 2pm at 137 W Penn Avenue, Cleona, PA 17042. Detailed information as to the specific services requested and content of the written Proposal is set forth in RFP #24-1, available for download here and on the Bid Information page of this site. Register your interest with dlyons@bps-pa.com to ensure you are notified if any changes are made to the RFP before the submission deadline.

The Housing Authority of Lebanon County opened bids for installation of radon mitigation systems at the Authority’s family unit developments located in the county of Lebanon, PA on Wednesday, May 1, 2024. The bid tabulation may be downloaded here.
