First Time Homebuyer Program
First time buyers are provided generous funding to make a home purchase affordable. 17% of the purchase price is provided as down payment assistance. Recorded as a second mortgage, no repayment is required as long as the buyer owns and occupies the property.
Buyers are expected to contribute a 3% down payment from their own funds. Household income may not exceed 80% of median income. In addition, up to $5,000 is available if the house needs repairs. These funds may require repayment. Single family properties selling for $90,000 or less anywhere in Lebanon County or City are eligible. Buyers must complete a homeownership training program prior to loan closing. Participating lenders include First National Bank of Fredericksburg, Jonestown Bank and Trust Co., Lebanon Valley Farmers Bank, Lebanon Federal Credit Union, Northwest Savings Bank and Waypoint Bank.
Housing Rehab Program
This program provides up to $25,000 to repair single family owner occupied housing in Lebanon City or County. In addition, up to $10,000 may be available to reduce lead paint hazards. Assistance to homeowners is in the form of grants, deferred payment loans and low interest loans. Household income may not exceed 80% of median income. Commonly repaired items include roofs, windows, doors, siding, plumbing, heating and electrical systems.
Housing Accessibility Program (ACCESS)
Persons with permanent disabilities are provided grants to modify their living space making it accessible. ACCESS reduces the need for institutionalization and enables disabled persons to remain in their community setting. Eligible activities include adaptive modification such as ramps, door and hallway widening, enlarging bathrooms and grab bars. Both owner occupants and renters whose incomes do not exceed median income are eligible.
